Position Overview
CARIAN is seeking a Technical Recruiter to support high-volume hiring across power utilities programs. Typical roles supported include Distribution Project Managers, Transmission & Substation Project Managers, Project Controls Analysts, Schedulers, Cost Engineers, Construction Managers (Overhead and Underground), Data Analysts, and Engineers supporting utility capital programs.
This is a production-oriented role where success is measured by pipeline generation, candidate engagement, and hiring outcomes. This is not a coordination role, and the position requires proactive sourcing, high-volume outreach, and consistent pipeline development.
Success in this role requires consistent outbound activity and the ability to generate qualified candidate pipelines across multiple concurrent roles. This role requires urgency, consistency, and a strong work ethic to deliver results.
Key Responsibilities
Proactively source, engage, and screen candidates for technical roles within the power and utilities sector
Execute high-volume outbound outreach campaigns to build candidate pipelines for active and future roles
Utilize platforms such as LinkedIn Recruiter, job boards, and direct networking to identify and engage qualified candidates.
Identify and target talent from key industry firms, engineering consultancies, and contractors
Conduct initial candidate screenings and present qualified candidates to hiring managers
Partner with hiring managers to understand role requirements and align on candidate profiles
Manage multiple open requisitions simultaneously with a focus on speed and quality
Build and maintain structured pipelines of passive candidates for recurring and hard-to-fill roles
Track activity and pipeline metrics, including outreach volume, candidate conversations, and submissions
Coordinate interviews and support candidates through the hiring process to offer acceptance
Qualifications
Experience Level: 1–5 years of recruiting, talent acquisition, or sourcing experience preferred
Bachelor’s degree in Human Resources, Business, or a related field preferred, but not required
Experience recruiting for engineering, construction, utilities, or other technical roles strongly preferred
Demonstrated ability to proactively source candidates and generate pipelines through outbound efforts
Strong communication skills with the ability to engage and influence passive candidates
Highly organized with the ability to manage multiple priorities in a fast-paced environment
Comfortable working in a performance-driven environment with clear activity and output expectations
Experience using an Applicant Tracking System (ATS) preferred

Compensation
The base salary range for this role is $52,000 – $60,000 annually. This range represents a good-faith estimate at the time of posting; actual compensation will depend on experience, qualifications, and other factors permitted by law. In addition to base salary, the role includes eligibility for bonus incentives, a comprehensive benefits package, and a company 401(k) match.
